Jonathan Barney, Founder and CEO
Jonathan is the founder and CEO of PatentRatings LLC and a Managing Director of Ocean Tomo. As an inventor, lawyer and an entrepreneur with over 20 years experience working with patents and technology, Jonathan provides thought leadership in the areas of quantitative patent analysis, patent capital investment strategies and other strategic initiatives broadly aimed at creating and enhancing market liquidity in patents and related intellectual capital assets. Jonathan is a frequent lecturer on these and other related topics, including, most recently, at the University of Notre Dame Mendoza College of Business and before various professional organizations, such as the Licensing Executives Society USA and Canada (LES), Licensing Executives Society International (LESI), the Life Science Industry Council (LINC), Whittier Law School , Wisconsin Bar Association (WBA), Orange County Bar Association (OCBA), Orange County Patent Law Association (OCPLA) and The Orange County Investment Forum (OCIF).
Prior to starting PatentRatings and joining Ocean Tomo, Jonathan was a partner in the Newport Beach, California offices of Knobbe, Martens, Olson & Bear, LLP, where he specialized in patent prosecution, patent licensing and strategic patent asset management. Jonathan is a registered patent lawyer and a graduate of Virginia Tech University (B.S.M.E. 1987, cum laude) and The University of Michigan Law School (J.D. 1993, cum laude).

Steve Lee, President
Steve Lee is currently leading PatentRatings, a software division of Ocean Tomo. He has led the development of several PatentRatings products and solutions for corporate clients of PatentRatings. Most of the PatentRatings clients are top 100 global corporate patent owners with significant positions in electronics, semi-conductors, telecom, aerospace, wireless and other related technologies.
Prior to leading PatentRatings, Steve has experience in starting and launching technology driven companies as founder and CEO of software/ecommerce and database companies. As a technology entrepreneur, Steve founded a venture capital backed eCRM Software/e-commerce company and a direct marketing information services company. He has addressed audiences as an expert on tactical CRM technology, new venture strategies and global alliances as speaker, panelist and conference chair at events such as COMDEX, CRM conference, Epicor software, Ventana venture capital, the US-Korea Venture CEO conference, PATINEX 2007, UC Irvine Graduate School of Management and OC Licensing Executive Society events.
Prior to his entrepreneurial career, Steve worked as a management consultant for a global business strategy consulting company, the Boston Consulting Group (BCG). While at BCG, Steve provided business strategies to Global Fortune 1000 companies and personally advised and initiated several global alliances of Asian conglomerate with European and US companies. Prior to working for BCG, Steve led a multi-disciplinary team of design engineers to produce communications satellites systems at Hughes Aircraft Company.
He has published graduate research papers on systems architecting at USC as a graduate student, earned a BS in Engineering from UCSD and an MBA from the University of Chicago.
Lang McHardy, Vice President
Lang McHardy is the head of Patent Ratings IP consulting practice where he offers IP strategy support to corporate clients. He focuses on strategic advisory in the evaluation, organization, development and management of intellectual assets. Lang is the practice leader for the Ocean Tomo Analytics group which services clients at all stages, from venture funded to Fortune 100 companies, in optimizing, developing and organizing their intellectual asset portfolios for maximum value realization. The Analytics team uses Patent Ratings and other proprietary tools and processes to help clients obtain the maximum return on their intellectual capital investments. The Analytics group also assists other internal Ocean Tomo business groups with projects including appraisals, IP acquisitions, investment analysis and due diligence.
Prior to joining Ocean Tomo, Lang spent several years as a patent agent with the boutique intellectual property law firm of Knobbe, Martens, Olson and Bear. There he represented clients in a variety of technology areas including medical devices, industrial manufacturing equipment, semi-conductor manufacturing equipment, and electronics. In addition to the preparation and prosecution of individual patent applications, Lang also managed several patent portfolios and assisted in conducting competitive analyses, due diligence, patentability and patent infringement analyses.
Lang received a B.S. in Mechanical Engineering with a minor in Philosophy from California Polytechnic University in San Luis Obispo, California. Lang is registered to practice before the US Patent and Trademark Office and is a Level One CFA candidate.
Jianming Xing, Director of Database Administration
Jianming is the director of database administration at Ocean Tomo. He brings over ten years of experience in computer application, database administration and database operation.
Prior to joining Ocean Tomo, Jianming was a senior system analyst at a southern California based computer software company, FutureNet Technologies Corporation. While at FutureNet Jianming built and deployed enterprise software solution in the health care industry.
Jianming has worked as a department director at China Hua Yang Technology and Trade Corporation, a state owned company which focused on international technologies and intellectual properties transfer. He also worked as a software engineer at the System Engineering Institute where he designed and developed China Patent Application Management and Maintenance System which was used by China patent law firms. Both Hua Yang Company and System Engineering Institute are based in Beijing.
Jianming received both his BS and MS in computer science from Nanjing University of Science and Technology, Nanjing, China and received a MS in computer science from California State University at Fullerton, California.
Matthew Beers, Ph.D., Director of Software Engineering
Dr. Beers specializes in code optimization and portability and complier development. For the past seven years, he has lead development and software engineering efforts in multiple ecommerce organizations.
Dr. Beers received his Masters and Ph.D. in Information and Computer Science from the University of California, Irvine.
